In order to reverse existing trends of disinvestment in the downtown and to improve the deteriorating urban environment, the Town of Webster, Massachusetts, undertook a major urban revitalization effort involving both local and Federal funds. Thomas Mayo Associates, working as a part of a multidisciplinary team, was responsible for all architectural work.

The project included an overall conceptual design phase for the downtown, integrating facade and storefront improvements, streetscape improvements, parks, open space and riverfront improvements, parking and traffic improvements, and a plan for improving and expanding housing opportunities in the downtown.  The plan also included the development of implementation strategies involving both public and private funding.
